Description
The Government has established Property Services Coordinated Procurement arrangements (the Arrangements). There are two parts to the Arrangements:
- a Strategic Property Adviser (SPA) to develop and maintain a Whole-of-Australian-Government (WoAG) Leasing Strategy; and
- a whole-of-government arrangement established by a co-ordinated procurement for Property Service Providers (PSPs) to deliver leasing services and facilities management services to entities.
The Arrangements cover office accommodation and shopfronts. The inclusion of other property types is at the discretion of Finance.Under the Arrangements, Finance engaged the following Property Service Providers (“PSPs”) to deliver a range of services including leasing services and facilities management services:
- Jones Lang LaSalle (ACT) Pty Ltd;
- Broadspectrum Property Pty Ltd; and
- Evolve FM Pty Ltd.
Role and Responsibility of the SPA:
- The SPA is primarily responsible for delivering strategic property planning services on a WoAG basis in relation to the Commonwealth Property Portfolio.
- The SPA must build on the WoAG Leasing Strategy and work cooperatively with the PSPs and Covered Entities to ensure the implementation of the WoAG Leasing Strategy to optimise VFM outcomes from the Commonwealth Property Portfolio.
- The SPA must primarily focus on leased office accommodation and shop fronts. The SPA must also consider other property types when requested by Finance.
- The SPA must communicate to Finance anything that it observes in delivering the Services that is creating inefficiencies or is reducing VFM outcomes for the Commonwealth in relation to the Commonwealth Property Portfolio.
- The SPA must proactively plan the management of the Commonwealth Property Portfolio in a way that optimises VFM outcomes, and supports improved service quality, and reduces cost over the Deed Period. This planning must be developed by the SPA in a way that enables the delivery of property services to be continually managed and monitored against the WoAG Leasing Strategy.
- Services must be delivered in a way that serves the best interests of the Commonwealth and delivers against the objectives set out in the WoAG Leasing Strategy. This requires the SPA to comply with the Deed in relation to conflicts of interest and to pass through to Finance all rebates, commissions, incentives or other payments or benefits received by the SPA as a result of the Services.
The Commonwealth’s accommodation requirements are dynamic and can fluctuate on relatively short notice. WoAG planning for accommodation requirements must be equally dynamic to:
deliver VFM to the Commonwealth;
ensure that best use is made of available accommodation for the Commonwealth; and
ensure viable alternatives are developed to meet future needs on a WoAG basis.
- The SPA must comply with all relevant Commonwealth policies (including the Commonwealth Property Management Framework, the Commonwealth Protective Security Policy Framework, and the Energy Efficiency in Government Operations policy).
