INTRODUCTION
Background
METRONET is the WA State Government’s program of long term investment in integrated transport and land use planning to better connect metropolitan Perth and meet its future growth needs. METRONET embeds the vision for well-connected communities focused around walkable and accessible station precincts from the early planning stages of the project.
The removal of the Inner Armadale Line Level Crossings has been identified as an important project for METRONET. For this project, the Inner Armadale Line is defined as the section of the Armadale Line between the Miller/Roberts Rd overpass and the Beckenham Junction. Currently, it is proposed to remove 6 level crossings from Mint/Archer St in Carlisle to William St in Beckenham.
The project is currently in the early stages of options development. Concept design options for level crossing removal have been drafted, which include different arrangements of road and rail grade separations, and elevated rail. Some of the options include the rationalisation and/or reconstruction of existing stations to facilitate the level crossing removals. Transport infrastructure options will be reinforced by assessments of land use potential and stations precinct development.This is a whole of the inner line project.
METRONET requires the services of an experienced transport economics consultant to deliver a robust Business Case, including a comprehensive economic and financial appraisal.
Scope of Services
METRONET requires the services of an experienced transport consultant to provide a comprehensive assessment of all relevant economic, social and environmental benefits and costs, and develop a robust Business Case for the Level Crossing Removals.
The Business Case and Economic Appraisal will be developed in line with the Infrastructure Australia (IA) Assessment Framework and other relevant State government guidelines.
The Consultant will complete a number of identified tasks, and may also be required to complete potential extra tasks. Tenders should provide a fixed price for each task, unless otherwise noted. The pricing template in Book 2b should be completed as part of the response, to clearly show how the tendered prices have been derived.
