Description
By 2041, the population of Perth and Peel is estimated to reach 3.2 million. The planning of transport infrastructure and services is based on anticipated population growth and associated travel demand. Recent events, including the Covid-19 pandemic, have shown that growth and demand can be disrupted and take a different trajectory. Other significant drivers of change, such as climate change, also necessitate different ways of looking at future conditions and understanding how the future transport system could look, function and be utilised for passenger and freight movements.
Planning for future transport system needs and functionality is complex, requiring an understanding of multiple, interlinking social, economic, and technical issues. Transport investments can have long lead times (from conception through implementation) and create substantial legacies, showing how vital it is for investment decision-making to consider conceivable alternative future conditions, new paradigms of travel decision-making and holistic ways of appraising system performance.
