Regulatory Development and Review Services

The Queensland Office for Regulatory Efficiency (‘QORE’), Queensland Treasury is re-issuing the Invitation to Offer (ITO) QT0011-0910 Regulatory Development and Review Services – Pre-qualified Panel of Suppliers as a new ITO QT0012-0910.

There have been issues with the release of the original documents, including their appropriateness and consistency in the terms and conditions of the arrangement to apply across Government. Given this, together with the recent issue of the revised State Procurement Policy (SPP), we have decided to terminate the current process (QT0011-0910) and issue a new ITO (QT0012-0910) to ensure equity and probity.

The new QT0012-0910 documents include: Standing Offer Arrangement (SOA) Invitation to Offer; SOA Conditions of Offer; SOA Conditions; and SOA Deed of Agreement.

Offerors are requested to:
(i) submit an offer based on the new tender documentation (QT0012-0910), and
(ii) provide current certificates of their public liability and professional indemnity in line with the requirements of the arrangement.

The Offeror’s agreement, or otherwise, to all documentation will be considered as part of the evaluation process. Offerors are to note that full acceptance of the supplied terms and conditions for QT0012-0910 is mandatory given the purpose of the Panel and to ensure consistency in the terms and conditions of the arrangement across Government.

Please note that as the evaluation process is not yet complete: signatures are not required for the Deed of Agreement.

The closing date for the submission of offers is 12 November 2010. At this stage, the evaluation of offers is aimed to be completed by early December 2010. Successful Offerors will subsequently be provided with a final Deed of Agreement for signature. Any unsuccessful offerors will be advised in writing.
